Russia: Hijab Allowed in ID Documents with Restrictions

Russia has allowed Muslim women to wear the hijab in photos for work permits and identification documents, such as passports. However, the headscarf must not cover the face (niqab).
From mid-2025, several Russian regions imposed bans on religious clothing in public schools, arguing that Russia is a “secular state.”
The decisions have provoked reactions from religious leaders and politicians in Chechnya and Dagestan.
