Ukraine: European Counterproposal for Peace – No to Territorial Concessions

Europe is presenting a counterproposal to the American plan for Ukraine, according to a report by Suddeutsche Zeitung and Reuters. The European side rejects the concession of territories not currently under Russian occupation and proposes negotiations based on the current line of contact.

The counterproposal envisages the maintenance of 800,000 soldiers by Ukraine in peacetime. Chancellor Friedrich Merz called the American proposal for a $100 billion investment in the reconstruction of Ukraine under American control, with the US receiving 50% of the profits, 'unacceptable'.

Europeans support security guarantees for Ukraine under Article 5 of NATO, although there is no consensus on the country's accession to NATO. NATO will not maintain permanent forces in Ukraine. The US will be compensated for security guarantees, and sanctions against Russia will be gradually lifted. In addition, Europeans are asking that no general amnesty be granted for war crimes and reject the American proposal for elections within 100 days.
