According to the Palermo Convention, it refers to groups seeking financial gain through illegal activities such as drug trafficking, human trafficking, and cybercrime.

Characteristics include financial motives, violence, corruption, and a transnational nature. Corruption allows infiltration into institutions.

Combating it requires a multifaceted approach: legal, operational, and social measures. International cooperation, through the Palermo Convention, is crucial for extradition, judicial assistance, and asset confiscation.

At the operational level, the use of modern techniques and the interconnection of authorities through Europol and Interpol are important.

Prevention, witness protection, and citizen awareness are critical. Addressing social causes such as poverty and unemployment can reduce recruitment.

Civil society can promote transparency and reporting of illegal activities.
