Russia: State Communication App Pre-installed on Phones

All mobile phones and tablets sold in Russia will be required to have the state-supported communication app MAX pre-installed, according to a Russian government announcement.

VK's MAX is being promoted as a competitor to Meta's WhatsApp, but Kremlin critics warn that the app could open the door for user surveillance by the Russian government.

The decision to mandate MAX installation comes as Moscow seeks to control cyberspace and the narrative surrounding the war in Ukraine.

From September 1st, the Russian app store RuStore must also be pre-installed on Apple devices. Additionally, the LIME HD TV app will be required on new TVs sold in Russia starting January 1st.

Earlier this month, Russia began blocking certain voice calls on WhatsApp and Telegram, accusing the apps of not forwarding information about fraud and terrorism.
