A new digital control system for social benefits is expected to be piloted within the year. The system includes the creation of a national registry of benefits and allowances, where all data relating to the aid each citizen receives from the state will be collected.

The registry will operate as a digital database, recording all benefits from various public bodies. For each beneficiary, a "digital profile" will be created, including information such as property status, income, and the benefits they receive.

The aim of the registry is to have a unified record of the total amount of benefits each beneficiary receives, as there is currently no such central overview. The state distributes social and welfare benefits amounting to over €13 billion annually, without a unified view, due to different systems in DYPA, OPEKA, the Ministry of Labor, and e-EFKA.

Through the registry, the administration will be able to see all the benefits a citizen receives in real-time and identify distortions. For example, cases where a benefit continues to be paid while the conditions have changed, or when a citizen receives more than one benefit for similar needs, will be identified.

In the first phase, benefits such as the child benefit, heating allowance, housing allowance, unemployment benefit, guaranteed minimum income, birth allowance, and disability and long-term unemployment benefits will be included in the system.
