Cyprus: Why German Aid 'Failed'

A French frigate has arrived in Cyprus, as announced by French President Emmanuel Macron. According to Evangelos Agapiou, other systems, such as anti-drones, are expected to arrive to strengthen the defense.
Cyprus, with the upcoming assistance of Great Britain and possibly Italy, is considered to be at a good level of security. The Italian Parliament is expected to discuss providing assistance to the Republic of Cyprus.
Germany's initial positive response to providing assistance was ultimately reversed due to legal and procedural issues. Germany can only provide military assistance to NATO members or in cases involving the United Nations Security Council. Given that the threat to Cyprus does not fall into these categories, Germany was unable to consent to the aid mission.
