An investigation into OPEKA (Organization for Welfare Benefits and Social Solidarity) began in 2023 regarding irregular approvals of social solidarity benefits for uninsured elderly individuals during the period 2020-2022. According to the Ministry of Social Cohesion and Family, 'out-of-sequence' and off-protocol files were identified, as well as handwritten applications that had not been registered in the information system.

Reports were submitted to the OPEKA director in November 2023. An order was given for an extraordinary internal audit, which was extended to the entire period in question. Indications of serious deviations from the prescribed procedures emerged.

In cooperation with the National Transparency Authority (EAD), a relevant report was issued, and the file was forwarded to the competent Prosecutor of the Court of Appeal. OPEKA is initiating procedures to recover any unduly paid amounts and is initiating disciplinary action against the employees involved.

The ministry and OPEKA assure that there is no tolerance for mismanagement or irregularities in the granting of social benefits.
