Council of State: Building regulations in Kifissia - Basements, attics and pools

The Council of State (StE) partially annulled a building permit in Kifissia regarding the extension of basements. According to decision 2035/2025, in the traditional part of the Municipality of Kifissia, the following is not prohibited:
- The non-inclusion of stairwells, thermal insulation walls and the stairwell's ending in the building coefficient.
- The construction of a roof with an attic, a stairwell's ending and elevator, as well as an uncovered pool, under conditions.
Specifically, the Council of State ruled that the Presidential Decree of 1987 does not prohibit the above constructions, provided they are part of a unified aesthetic whole, are small in size and have been approved by the Council of Architecture.
However, the Council of State prohibits the extension of basements outside the perimeter of the superstructure in the traditional part of Kifissia, regardless of use, in order to protect vegetation and the environment.
The Council of State's decision ensures compliance with the individual characteristics of each area and protects individuals who have built with the prescribed building coefficient.
