2025 Limassol Fire: Responsibilities and Compensation

The deadly fire in July 2025 in mountainous Limassol caused incalculable damage. In addition to loss of life and property damage, there was extensive environmental degradation. Affected citizens are seeking compensation and restoration of their damages.
The state's responsibility is not self-evident in such cases. However, if the authorities were negligent in preventing or suppressing the fire, then the state may be held liable under the Civil Wrongs Law and the Constitution.
To legally establish the State's liability, omissions must be proven, such as the absence of an evacuation plan or the untimely mobilization of the fire brigade. Citizens can submit an out-of-court claim for compensation or appeal to the courts if the claim is rejected. The plaintiff bears the burden of proof.
Affected parties can also receive state aid, such as emergency allowances, without precluding the right of legal recourse. The great fire in Limassol highlights the need for an Administration that acts preventively and responsibly.
