Cyprus: Delays in Implementing '112' Emergency System

The '112' public warning system is delayed due to bureaucratic issues and appeals. While the current government faces criticism for the devastating fire in mountainous Lemesos, the effort to implement 112 began in 2022.
The open tender of 2022 was canceled in May 2024 after appeals to the Tender Review Authority (ΑΑΠ). The Civil Defence requested the service be considered of 'public interest,' but the Legal Service responded negatively.
This removed the government's flexibility to immediately implement the service. According to the Civil Defence, a new tender was announced in December 2024, with contract signing expected in September 2025 and project completion in the first half of 2026.
The delay in implementing 112 highlights the problems of the Cypriot public system, where bureaucracy often outweighs public interest.
