Why aren't prefabricated houses purchased for emergencies?

Following the recent fire, the suggestion of the former president of the Cyprus Land Development Organisation (ΚΟΑΓ), Mr. Andreas Frangou, to purchase prefabricated houses for various uses is being revisited.
Given Cyprus's seismically active location and the frequent floods or fires, the idea is to have prefabricated houses in warehouses in all provinces, ready to be set up in case of need, so that those affected do not have to wait for accommodation or look for a hotel.
The suggestion concerns good quality prefabricated houses with all amenities. The question is raised as to why the state cannot allocate funds for emergencies, especially for fellow citizens who are at risk of losing their homes.
