Rising E-Scooter Accidents: Proposals for Legislative Regulation

The increasing number of traffic accidents involving electric scooters in Cyprus is causing growing concern. The rapid increase in their use, combined with uncontrolled usage and poor enforcement of legislation, has led to a rise in accidents, endangering users, drivers, and pedestrians.

According to police data, from 2019 to 2025, two deaths and dozens of injuries were recorded. Additionally, 7,575 complaints were filed for various violations, such as driving in prohibited areas, not wearing helmets, and lacking reflective gear.

Two proposals are on the table to address the problem. The former chairman of the Transport Committee, Marino Mousiouttas, proposes banning scooters from Cypriot roads. In contrast, the president of the Ecologists Movement, Stavros Papadouris, proposes creating a registry, mandatory license plates, and third-party insurance for scooters.

Stavros Papadouris emphasized that the legislation is not being properly enforced and that scooters with speeds of up to 80 kilometers per hour are circulating, despite the 30-kilometer limit. He also stressed the need for insurance for scooter drivers, as they are not liable in the event of an accident.

Mr. Papadouris's proposal also includes the temporary confiscation of scooters in cases of illegal driving. He emphasized that the Ecologists Movement supports micromobility, but with the safety of citizens in mind.
