30 Complaints of Gender-Based Harassment Filed with Commissioner for Administration

Thirty complaints of gender-based discrimination in employment, 21 of which concerned sexual harassment in the workplace, have been submitted to the Office of the Commissioner for Administration and Human Rights in the last four years.

According to an update, from 2022 to 2025, 13 of the 30 complaints concerned sexual harassment, of which 10 were from public officials and three concerned the private sector. All complaints came from women.

After investigating the complaints, the Commissioner made recommendations to the competent authority, which are binding and must be followed, otherwise sanctions are imposed.

Recently, following complaints of harassment at the Nicosia Water Board, the Commissioner of Legislation intervened. Regarding the case of the Ministry of Education, the Office of the Commissioner was involved and made an interim intervention.

The data from the investigation carried out by the Ministry of Education were never given to the Commissioner, after the ministry turned to the Legal Service for advice.
